Adb.exe uruchamiesz w oknie cmd: shift+ppmyszy na pustym miejscu w folderze z wypakowanymi plikami, otwórz wiersz...tutaj.

Nie ma jest za to ,,Otwórz okno programu PowerShell" - niebieska konsola podobna do cmd. Nie wiem czemu nie mam tej czarnej co w cmd.exe ;/ z listy pokliknięciu prawym przyciskiem myszki jest tylko to.

na telefonie żaden komunikat się nie wyświetla te 2 komendy z adb version i devices nie działają. Nie wiem czy i jak odpalić to w tym czarnym cmd i czy to przez to?
wszystkie pliki zostały pobrane z komentarza wyżej.ADBDriver też instalowany.
Kolejna sprawa, pobrałem taki obraza systemu:

z gógla i wypakowałem plik o nazwie angler-opr5.170623.007-factory-b4c75d12.zip otrzymałem z tego folder o podobnej nazwie z kilkoma plikami ten folder wrzuciłem do tego folderu z adb co widać na zdjęciu.
I tu nie wiem co dalej ?
