Thank you for contacting Rockstar Support. We are sorry to hear that you are having issues with GTA Vice City Mobile.
While it is difficult to know what exactly is causing this particular issue, the best place to start would be to do a few things to free up some system resources on your Android. The first things that I would like you to do would be to reboot the device, clear the cache, and disable background apps. Details are below.
Reboot the Device:
It may help to restart the device and run GTA Vice City from the fresh boot with no other applications running.
Some phones have their own unique soft boot methods, but the safest bet is to turn the phone off, wait 30 seconds, and then turn it back on.
Clear Cache:
Go to Settings->Apps->GTA Vice City ->Clear Cache and Clear Data. Select the Clear Cache button. **Note that Clear Cache does not delete your save files and are safe to use. Clear Data WILL delete data and reset the game back to its original state.

Go to Settings->Apps->GTA Vice City ->Clear Cache and Clear Data. Select the Clear Data button. **Clear Data WILL delete data and reset the game back to its original state. All changes other than title updates will be lost. This function should be used to delete corrupted save data, in cases where the game did work at one time, but now crashes or fails to load.
Close Background Applications:
Crashing may be caused by playing GTA Vice City while other applications are running in the background. To fix this, use an application such as Advanced Task Killer (https://play.google.com/store/apps/details?id=com.rechild.advancedtaskkiller&hl=en) to minimize the number of processes running in the background while playing GTA III.
If you continue to have issues, you may want to look into what other apps are running on the device that may be conflicting in some way. In my experience, custom launchers seem to cause the most issues, (LauncherPro, SlideScreen, etc.) but there are others that can cause them as well. You may want to look at your installed apps and use your own judgement as to what might be causing conflicts.
If you continue to have issues, there may be corruption either in your save file, or in the original installation files. Unfortunately, if this is the case, the only fix would be to revert to a previous save if you have one, to see if it is a save file issue. If it is a game file issue, the only resolution would be a reinstallation of the app. Due to the way that apps work, deleting/reinstalling the app will delete any save data along with it.
If you do reinstall, make sure that you have at least 2GB-2.5GB available on your device in order to properly unpackage all of the files, that you have sleep disabled, and that you are connected to Google Play via a Wi-Fi connection, not 3G/4G, as most carriers will either throttle or block large downloads over their data networks.
Additionally, the game has received updates of its own, to resolve a number of issues, so you will want to check the to see if you are running the most recent build. Open Google Play, go to My Apps==>All Apps, find Vice City from the list, select it, and check to make sure "Allow Automatic Updating" is selected.
